Best Practices
Various industry Associations have established contractor management Best Practices for the benefit of their member companies. Each of the Best Practices here have excellent content and practical guidance for any organization that wishes to establish a contractor management process or improve on their existing activities. Many Association Best Practice documents incorporate existing, well-subscribed, processes such as the Certificate of Recognition program as anchors for other complimentary contractor management activities. CQN strongly support Best Practices that incorporate established programs that have wide stakeholder support.
Contractor Prequalification – A Best Practice Guideline
COAA Contractor Prequalification Guideline has been prepared in 2013 as a guide for owners and contractors to facilitate prequalification of contractors and subcontractors for industrial construction in Alberta. Its purpose is to ensure that owners have access to contractors with the capabilities, capacity and expertise to perform required services. Implementing the best practices provided in this document will improve the contractor selection process, reduce the duration and effort to complete prequalification, and reduce costs for owners and contractors. This best practice was developed at the request of the COAA Contracting Committee.

Checklist to assist members in assessing health, safety and environment pre-qualification requirements for contractors. Identifies specific topics that may be include in the contract document, components of the safety program which can be selected for the project, minimum safety work practices and a form for contractor evaluations.

Contractor Management Systems Guideline
This Guide is developed to assist land-based Canadian operations in developing their internal system to effectively manage service providers. This Guide can be also used by all employers to develop their own system or compare to an existing system.

A Guide to Prequalification of Contractors
“This OGCA Best Practice describes a one-step approach to prequalification that promotes the use of existing, widely-used documents as elements of a more comprehensive whole. For example, CCDC Document 11 has been incorporated to the Best Practice as the contractor information questionnaire. The OGCA Best Practice has heavy emphasis on the Request for Proposal process and transparency. The document also provides practical guidance on prequalification evaluation and includes a weighted category assessment form and sample criteria.”
